緊急時対応におけるノンテクニカルスキルとレジリエンス・ポテンシャルの関係性

Relationship between non-technical skills and resilience potential in emergency management

原子力発電所の緊急時対処能力に関連して、関係者のノンテクニカルスキル(non-technical skill: NTS)の向上が重要な課題とされている。一方、レジリエンスエンジニアリングの視点からは、組織の緊急時対処行動が効果的に機能するためには、対処する、監視する、学習する、予見するという4つのポテンシャルが高いレベルにあることが要請される。本報告では、NTSとレジリエンス・ポテンシャルの関係性を、緊急時対処能力との関連において検討した。筆者らは、先行研究において、発電所職員の上記の4つのポテンシャルが実際に東京電力福島第一原子力発電所事故の過酷度低減に寄与していることを明らかにしてきた。本報告では、それらのポテンシャルと、重要な認知的NTSである状況認識, 意思決定との関係性を明らかにすることを試みた結果を報告する。

Improvement of non-technical skill (NTS) of relevant personnel in a nuclear power plant is an issue of crucial importance in ensuring high performance of emergency management. From an aspect of resilience engineering, it has been claimed that four resilience potentials (i.e. the potentials to respond, to monitor, to learn, and to anticipate) must be kept sufficiently high in order to ensure that the organizational performance of emergency management is effective. In this presentation, the relationship between the NTS and resilience potential in the context of emergency management has been examined. Through preceding studies, the authors have been successful in clarifying that the four potentials of plant personnel indeed played crucially important roles in mitigating the severity of the Fukushima-Daiichi accident. In the present study, outcomes of examination of relationship between the four potentials and the cognitive NTS, such as situation awareness and decision making, will be reported.
