HPRL; International cooperation to identify and monitor priority nuclear data needs for nuclear applications

The OECD-NEA High Priority Request List (HPRL) is a point of reference to guide and stimulate the improvement of nuclear data for nuclear energy and other nuclear applications. The HPRL is application-driven and the requests are submitted by nuclear data users or representatives of the user's communities. A panel of international experts reviews and monitors the requests in the framework of an Expert Group mandated by the NEA Nuclear Science Committee Working Party on International Nuclear Data Evaluation Cooperation (WPEC). After approval, individual requests are divided in two priority categories only, whereas a third category now includes groups of generic requests in a well-defined area (e.g., dosimetry, standard). The HPRL is hosted by the NEA in the form of a relational database publicly available on the web. This contribution provides an overview of HPRL entries, status and outlook. Examples of requests successfully completed will be given and new requests will be described with emphasis on updated nuclear data needs in the fields of nuclear energy, neutron standards, dosimetry, and medical applications.

The Sub- and Expert Groups of the WPEC typically focus on specific technical topics, while the Collaborative International Evaluated Library Organisation Pilot Project (CIELO) was established to generate complete evaluations for a selection of the most important isotopes for criticality in nuclear technologies: $$^{235,238}$$U, $$^{239}$$Pu, $$^{56}$$Fe, $$^{16}$$O and $$^{1}$$H. The outcomes of these evaluations include significant harmonisation of discrepancies between the independent programmes, improvement in the performance for international standard nuclear criticality and neutron transmission benchmarks, complete uncertainties for nearly all parameters and the utilisation of modern data storage technologies. This work has leveraged the considerable, parallel experimental work in collecting improved experimental measurements to support nuclear data and highlighted high-priority areas for further study. A productive and durable framework for international evaluation has been established which will build upon the lessons learned. These will continue through new WPEC groups and a new IAEA evaluation network, which has been initiated in response to the success of the CIELO project. This talk will summarize some performance feedback on the CIELO evaluations, including recent results, and will describe ongoing and future, planned CIELO-related collaborations to further advance our understanding.

The OECD Nuclear Energy Agency (NEA) Working Party on International Nuclear Data Evaluation Cooperation (WPEC) was established in 1989 to facilitate collaboration in nuclear data activities. Over its thirty year history, fifty different subgroups have been created to address topics in nearly every aspect of nuclear data, including: experimental measurements, evaluation, validation, model development, quality assurance of databases and the development of software tools. After three decades we will review the status of WPEC, how it integrates other collections and activities organised by the NEA and how it dovetails with the initiatives of the IAEA and other bodies to effectively coordinate international activities in nuclear data.

本論文では、核分裂と核融合のための統合評価済み核データファイルのバージョン3.3(JEFF-3.3)について説明する。中性子との反応が重要な核種の$$^{235}$$U, $$^{238}$$U, $$^{239}$$Pu, $$^{241}$$Am, $$^{23}$$Na, $$^{59}$$Ni, Cr, Cu, Zr, Cd, Hf, Au, Pb, Biについて、新しい核データ評価結果を示す。JEFF-3.3には、核分裂収率, 即発核分裂スペクトル, 核分裂平均中性子発生数の新しいデータが含まれる。更に、放射崩壊, 熱中性子散乱, ガンマ線放出, 中性子による放射化, 遅発中性子, 照射損傷に関する新しいデータも含まれている。JEFF-3.3は、TENDLプロジェクトのファイルで補完しており、光子, 陽子, 重陽子, 三重陽子, $$^{3}$$He核, アルファ粒子による反応ライブラリについては、TENDL-2017から採用した。また、不確かさの定量化に対する要求の高まりから、多くの共分散データが新しく追加された。JEFF-3.3を用いた解析の結果と臨界性, 遅発中性子割合, 遮蔽, 崩壊熱に対するベンチマーク実験の結果を比較することにより、JEFF-3.3は幅広い原子核技術の応用分野、特に原子力エネルギーの分野において優れた性能を持っていることが分かった。

Neutron-hole states in $$^{131}$$Sn and spin-orbit splitting in neutron-rich nuclei

Low-lying neutron-hole states in $$^{131}$$Sn were populated via the $$^{132}$$Sn(d,t) reaction at Oak Ridge National Laboratory. The triton angular distributions were compared to DWBA calculations and revealed spectroscopic factors compatible with a single-hole nature of the states populated. The data permit to determine the spin-orbit splitting of the strongly bound $$d_{3/2}$$ and $$d_{5/2}$$ neutron orbits below the shell gap, which was compared to the splitting of the weakly bound 3$$p$$ and 2$$f$$ orbits above the gap. The comparison revealed a smaller energy splitting of the 3$$p$$ orbits. All splittings were reproduced using Woods-Saxon calculations, and the lower splitting of the 3$$p$$ orbits was explained to arise from the large radial extent of the wavefunction and small value of the amplitude at the surface. This result is important to understand at a fundamental level the spin-orbit interaction, and its effects on neutron-rich nuclei.

As a generic property, all substances transfer heat through microscopic collisions of constituent particles. A solid conducts heat through both transverse and longitudinal acoustic phonons, but a liquid employs only longitudinal vibrations. As a result, a solid is usually thermally more conductive than a liquid. In canonical viewpoints, such a difference also serves as the dynamic signature distinguishing a solid from a liquid. Here, we report liquid-like thermal conduction observed in the crystalline AgCrSe$$_{2}$$. The transverse acoustic phonons are completely suppressed by the ultrafast dynamic disorder while the longitudinal acoustic phonons are strongly scattered but survive, and are thus responsible for the intrinsically ultralow thermal conductivity. This scenario is applicable to a wide variety of layered compounds with heavy intercalants in the van der Waals gaps, manifesting a broad implication on suppressing thermal conduction. These microscopic insights might reshape the fundamental understanding on thermal transport properties of matter and open up a general opportunity to optimize performances of thermoelectrics.

CIELO国際協力では、原子力施設の臨界性に大きな影響を与える重要核種($$^{235}$$U, $$^{238}$$U, $$^{239}$$Pu, $$^{56}$$Fe, $$^{16}$$O, $$^{1}$$H)の中性子断面積データの精度を改善し、これまで矛盾していると考えられた点を解消することを目的として研究が行われた。多くの研究機関が参加したこのパイロットプロジェクトは、IAEAの支援も受けて、OECD/NEAの評価国際協力ワーキングパーティ(WPEC)のSubgroup 40として組織された。本CIELOプロジェクトは、新たな実験研究や理論研究を行う動機付けとなり、測定データを正確に反映し臨界性の積分テストに優れた新たな一連の評価済みライブラリとして結実した。本報告書は、これまでの研究成果と、本国際協力の次の段階の計画概要をまとめたものである。

CIELO共同研究では中性子断面積データの改善及びこれまでの評価で見られた断面積の不一致を解決することを目的として、原子力の臨界性に大きな影響を与える5核種($$^{16}$$O, $$^{56}$$Fe, $$^{235,238}$$U, $$^{239}$$Pu)の中性子断面積を評価している。この国際パイロットプロジェクトでは、経済協力開発機構・原子力機関・核データ評価国際協力ワーキングパーティに設置されたサブグループ40の下でIAEAからのサポートを受けて、実験並びに理論的な研究を活発に実施している。これらの研究を通じて測定データを精度よく反映し、さらに臨界性に関する積分テストで良い結果を示す新しい評価済ライブラリを開発している。

量子臨界金属CeCoIn$$_5$$のInを少量のCdで置換した時の電子状態を核四重極共鳴(NQR)を用いて調べた。およそ半分のCd置換子周りで局所的にCeの局在モーメントが発生することを、縦緩和率$$1/T_1$$のサイト依存性から明らかにした。横緩和率$$T_{rm 2G}$$の測定も行い、局在スピン周りでは、$$T_1T/T_{rm 2G}^2$$が温度$$T$$に比例し、一方、置換子から離れたところでは、$$T_1T/T_{rm 2G}^2propto T^{0.7}$$となっており、純CeCoIn$$_5$$$$T^{0.75}$$に近く、バルクの電子状態は量子臨界状態のままである。

RENiO$$_3$$ (RE = rare-earth element) and V$$_2$$O$$_3$$ are archetypal Mott insulator systems. When tuned by chemical substitution (RENiO$$_3$$) or pressure (V$$_2$$O$$_3$$), they exhibit a quantum phase transition (QPT) between an antiferromagnetic Mott insulating state and a paramagnetic metallic state. Because novel physics often appears near a Mott QPT, the details of this transition, such as whether it is first or second order, are important. Here, we demonstrate through muon spin relaxation/rotation experiments that the QPT in RENiO$$_3$$ and V$$_2$$O$$_3$$ is first order: the magnetically ordered volume fraction decreases to zero at the QPT, resulting in a broad region of intrinsic phase separation, while the ordered magnetic moment retains its full value until it is suddenly destroyed at the QPT. These findings bring to light a surprising universality of the pressure-driven Mott transition, revealing the importance of phase separation and calling for further investigation into the nature of quantum fluctuations underlying the transition.

The Generation IV (GEN-IV) international forum is a framework for international cooperation in research and development for the next generation of nuclear energy systems. The SFR Safety and Operation (SO) project addresses the area of the safety technology and the reactor operation technology developments. The aim of the SO project includes (1) analyses and experiments that support establishing safety approaches and validating performance of specific safety features, (2) development and verification of computational tools and validation of models employed in safety assessment and facility licensing, and (3) acquisition of reactor operation technology, as determined largely from experience and testing in operating SFR plants. In this paper, recent activities in the SO project are described.

反強磁性近藤格子系CeRhAl$$_4$$Si$$_2$$の単結晶を用いて、$$^{27}$$Al核核磁気共鳴(NMR)実験を行った。この化合物は、ゼロ磁場で$$T_{rm N1}$$=14 Kと$$T_{rm N2}$$=9 Kで反強磁性転移をする。常磁性状態において、斜方対称をもつAlサイトのナイトシフト、四重極周波数、非対称パラメーターを決定した。移行超微細結合定数も決定した。$$T_{rm N2}$$以下の反強磁性秩序が格子整合していること、$$T_{rm N2}$$以上、$$T_{rm N1}$$以下の反強磁性は非整合であることを示した。スピン格子緩和率の温度依存性から、$$T_{rm N1}$$以上で、4f電子が局在的になっていることも示した。

常圧で重い電子系反強磁性体であるCePt$$_{2}$$In$$_{7}$$ ($$T_{rm N}$$=5.2K)の$$^{115}$$In核-核磁気共鳴(NMR)及び核四重極共鳴(NQR)測定を圧力下において行った。Ce $$4f$$電子の反強磁性状態は約2.4GPaのところで、局在的から遍歴的な性質を示すようになり、超伝導が観測されるようになる。さらに加圧すると、3.4GPaのところで、反強磁性秩序は完全に抑制され、NMR緩和率は超伝導転移温度において、通常よりも鋭く、一次転移的に減少を示した。
