This report describes the operation and management of eleven facilities under the Department of Hot Laboratories and Facilities during a fiscal year of 2011. In Reactor Fuel Examination Facility, various post-irradiation examinations were performed regarding "the advanced light water reactor fuel performance and safety research program", and "the development of vessel material for spallation target of neutron scattering facility". In Waste Safety Testing Facility, various examinations were performed regarding the irradiation assisted stress corrosion cracking behavior for nuclear power plant materials, corrosion properties for stainless steel against the dense uranyl solution, and properties of minor actinide bearing fuels. Since 2010, chemical analyses have been made by request at No.4 Research Laboratory, including maintenance of shared instruments and the technical assistance. In addition, the facility management was carried out of Research Hot Laboratory, No.1 Plutonium Laboratory, No.2 Research Laboratory, Analytical Chemistry Laboratory, Uranium Enrichment Laboratory, Simulation Test for Environmental Radionuclide Migration, Clean Laboratory for Environmental Analysis and Research, and Fuel Storage.

This document describes the activity record in the Department of Hot Laboratories and Facilities against the 2011 off the Pacific coast of Tohoku earthquake. This Part I includes the damage situations and the emergency activities on 11th March for the 11 nuclear facilities managed by the department. The subsequent activities, such as the repairs or restorations, are described in the Part II. Despite the enormous damages for some of these facilities, such as the Research Hot Laboratory or the Reactor Fuel Examination Facility, there was no victim or no release of the radioactive materials out to the facilities. It was the great deal of the periodic patrol for the safety and health which is based on the manual procedure for the earthquake countermeasures executed since 1st January 2011.

This report describes the operation and management of eleven facilities under the Department of Hot Laboratories and Facilities during a fiscal year of 2010. In Reactor Fuel Examination Facility, various post-irradiation examinations were performed regarding the advanced light water reactor fuel performance and safety research program, and the development of vessel material for spallation target of neutron scattering facility. In order to update and install new equipment, the license revision for the use of nuclear fuel materials was applied and its facility inspection by the ministry was accepted. In Waste Safety Testing Facility, various examinations were performed regarding the irradiation assisted stress corrosion cracking behavior for nuclear power plant materials, corrosion properties for stainless steel against the dense uranyl solution, and properties of minor actinide bearing fuels. In order to perform the autoclave test for fuel claddings, the license revision for the use of nuclear fuel materials was applied and accepted. Since 2010, chemical analyses have been made by request at No.4 Research Laboratory, including maintenance of shared instruments and the technical assistance. In Research Hot Laboratory, the decontamination of hot cells and the dismantling of auxiliary equipment were performed at the lead cells on the decommissioning schedule of a fiscal year 2010. In addition, the facility management was carried out of No.1 Plutonium Laboratory, No.2 Research Laboratory, Analytical Chemistry Laboratory, Uranium Enrichment Laboratory, Simulation Test for Environmental Radionuclide Migration, Clean Laboratory for Environmental Analysis and Research, and Fuel Storage.

This is an annual report in a fiscal year 2009 that describes activities of RFEF, WASTEF, RHL and the other research hot facilities controlled by the Department of Hot Laboratories and Facilities. In RFEF, various PIEs were performed related to the Advanced LWR fuel Performance and Safety research program, and the development of vessel material for spallation target of neutron scattering facility. In WASTEF, The examination for the investigation of the IASCC of nuclear power plant materials, corrosion test for structural materials of nuclear plant under $$gamma$$ ray irradiation condition and the various examination of miner actinoid doped fuel. The several examinations were performed ordered from the safety research center in JAEA as the trustee agreement with JNES and NISA and from J-PARC the development program of vessel material for spallation target of neutron scattering facility. In RHL, To progress the decommissioning plan of fiscal year 2009, the decontamination of lead cells and dismantlement of incidental equipment and the review were performed about the basic vision and dismantling and decontamination procedure for release in the regulation of controlled area In addition, managements of the other research hot facilities were carried out.

This is an annual report in a fiscal year 2008 that describes activities of RFEF, WASTEF, RHL and the other research hot facilities in the Department of Hot Laboratories and Facilities. In RFEF, various PIEs were performed related to the advanced high burn-up fuel cladding, Innovative Nuclear Research and Development Program, the Advanced LWR fuel Performance and Safety research program and the new cross over research program. In WASTEF, various material tests were performed, such as basic characteristic examinations for stainless steel under high temperature water environment, stress corrosion cracking tests for high-performance fuel claddings. In RHL, attached equipments were uninstalled and dismantled from each lead cells according to the decommissioning plan. And un-irradiated fuels from decommissioning facilities were carried in. In addition, managements of the other research hot facilities were carried out.

This is an annual report in a fiscal year 2006 that describes activities of the RFEF, the WASTEF, the RHL and the other research hot facilities in the Department of Hot laboratories and facilities. In RFEF, destructive examinations of BWR fuel rods and re-assembly were carried out as PIEs for a fuel assembly irradiated for 5 cycles. Mechanical property measurement of high burn-up fuel rods were performed as spent fuel integrity test for long term dry storage. In WASTEF, SSRT and UCLT of in-core materials in pressurized high-temperature water condition, SCC tests for high-performance fuel cladding material and calorific value measurement of pulse irradiated fuel in NSRR were carried out. In RHL, equipment un-installations and decontamination were performed to lead cells. And modification of fuel storage room were started in order to utilize the facility for un-irradiated fuel storage. In addition, management of the other research hot facilities were carried out.

This is an annual report in 2004 fiscal year that describes activities of the Reactor Fuel Examination Facility (RFEF), the Waste Safety Testing Facility (WASTEF), and the Research Hot Laboratory (RHL) in the Department of Hot laboratories. In RFEF, BWR fuel rods were withdrawn from a fuel assembly irradiated for 5 cycles in the Fukushima-2 Nuclear Power Station Unit-1 and PIEs including nondestructive examination of those rods were carried out. In WASTEF, Slow Strain Rate Tests for detecting the susceptibility to IASCC, the corrosion test of reprocessing plant materials, tests for evaluating barrier performance in terms of waste disposal were performed. A secondary system pipe from the Mihama Nuclear Power Station Unit-3 was accepted to inspect the ageing fracture of it. In RHL, 15 lead cells are dismantled under the decommissioning plan at JAERI Tokai. And an arrangement of the RHL facility was started to use the storage of unirradiated nuclear materials.

Examination applied for the ruptured pipe at the Hamaoka Nuclear Power Station unit-1

In Hamaoka Nuclear Power Station Unit-1 of Chubu Electric Power Company, a steam leak accident occurred with a pipe rupture. In order to investigate root cause of the pipe rupture, a task force was established within the Nuclear and Industrial Safety Agency (NISA). The JAERI was asked from NISA to cooperate as an independent neutral organization with NISA and perform an examination of the ruptured pipe. The JAERI examination group was formed at the Tokai Research Establishment and conducted some examinations of samples. In Dept. of Hot Laboratories, in order to respond the request of the investigation, the detailed program, various apparatuses, and technical staffs for the examinations are prepared. In this report, technical items in terms of contents of the examination, the used apparatuses, and techniques in three facilities in Dept. of Hot Laboratories (RFEF, RHL, and WASTEF) are summarized.

The “Seminar on the Utilization of Neutron Irradiation" was held on March 9th 2000 in Tokai establishment as a part of activities of the “Program Committee for Neutron Irradiation".
