We edited and published the Environmental Report according to the law on Promotion of the Environmental Concerning Activity by means of the Publish of Environmental Concerning Data. The report included the environmental concerning activity at the Japan Atomic Energy Research Institute (JAERI) and the Japan Nuclear Fuel Cycle Development Institute (JNC) in the first half year of 2005. This report is the first one which is regulated and obligated by the law. We have made much effort for gathering the data and gained a lot of experience on editing the report. We hope this paper is useful not only for the back data of our environmental report, but also for the organization which is planning to publish the similar environmental report.

Expectations of JAERI on INIS from a viewpoint of socio-economic evaluation

To understand a socio-economic effect of basic research in JAERI, the stimulation and promotion of social interrelations through a formation of networking was studied quantitatively. (1)Worldwide trend of MS was studied by INIS by means of top {100} keywords as input. Research activity of MS in JAERI represented by top {100} keywords is not much different from that of other nuclear advanced countries participated to INIS. (2)Emphasized basic research fields (EBRF) of MS in JAERI can be clarified by selected keywords of "ion irradiation" and "actinides", those have a strong relation to nuclear. For actinides, the growth rate of networking between JAERI and PS was of order of 3-4% per 25 years and 8% per recent 5 years. The rate of networking formation is markedly increased recently. (3)Between JAERI and the other 5 selected research bodies, only 7 out of over 110 keywords such as "neutron" and "accelerators" were overlapped. In the overlapped region the two compensated and uplifted the national standard level each other.

Analytical result of weather data observed at PNC Tokai Works respect to atmospheric stability classification

We enforce weather observation at PNC Tokai Works from 1960's. We have been equipping with weather observation devices and tower from around 1974, for the purpose of environment influence evaluation resulted from radioactive waste which is discharged the atmosphere uses from reprocessing plant. Weather data observed before now are utilize for several kinds of classification way of atmospheric stability. So we compared them with a tendency of frequency distribution of atmospheric stability using each classification way. A tendency of frequency distribution of way using lapse late alone are different from one of way using weather regulatory guide classification. But a similar tendency was looked at frequency distribution of way using weather regulatory guide classification and one of way using wind speed combined with lapse late. we analized and compared with each classification way of atmospheric stability on the basis of a large quantity data observed for 10 years and we grasped a characteristic of classification way and observation site. The lapse late observation that is observed for the purpose of reference to diffusion parameter estimate and other weather observations with the view of investigation of atmospheric stability accomplished their objects. And we conclude that thier weather observation wound up for the resent.

A Radioanalytical Method for Samarium-151 and Promethium-147in Environmental Samples

A radioanalytical method for low level samarium-151(Sm-151) and promethium-147(Pm-147) in environmental samples has been studied for the environmental assessment around nuclear facilities. In this study, we use the separation method with high performance liquid chromatography (HPLC) to determine Sm-151 and Pm-147 in environmental samples such as sea sediments and marine organisms. Samarium-151 and Pm-147 in environmental samples are coprecipitated with other lanthanoids after adding neodymium(Nd). These nuclides are purified by anion exchange methods in methanol-mineral acid media. After the purification, Sm-151 and Pm-147 are separated with HPLC in lactic acid-sodium hydroxide media, and determined with liquid scintillation counting, respectively. The Nd is determined by inductively coupled plasma atomic emission spectrometry (ICP-AES) to correct chemical recoveries of these nuclides. The detection limits for Sm-151 and Pm-147 in this method are about 0.01Bq/sample.

A computer code ORION-II has been developed to estimate environmental concentration and dose due to airborne release of radioactive material from multiple sources of nuclear fuel cycle facilities. The modified Gaussian plume model is applied to calculate atmospheric dispersion. The plume depletion models such as gravitational settling, dry deposition, precipitation scavenging and radioactive decay are considered as the causes of the depletion and deposition on the ground and vegetation. Dose to the public is calculated as an individual dose. Inhalation and oral intake are considered as internal pathways. Submersion in the radioactive cloud and external exposure to ground surface contamination are considered as external pathways. ORION-II is the updated version of ORION code (PNCT N841-83-42) and is appricable to the case study of environmental assessment for the nuclear fuel cycle facilities. ORION-II is written in FORTRAN-IV language and can be run on IBM 360, 370, 303X, 308X, 43XX, and FACOM M-series computers.

This report presents current information from the environmental protection section, Tokai works, PNC on the radiation monitoring around the reprocessing plant during 1981. The report consists of general interpretive report on the results, individual interpretive reports and maximum radiation dose which may be received by hypothetical inhabitants, caused by discharge of radioactivity into both marine and terrestrial environments. Subsequent supplements include tabulations of results including meteorological observations and radioactivity measurements on discharge effluent from the plant. The environmental radiation monitoring around the Tokai reprocessing plant has been performed since 1975 based on the safety standard of the plant.
