JAEA was assigned as a designated public institution under the Disaster Countermeasures Basic Act and under the Armed Attack Situations Response Act. Based on these Acts, the JAEA has the responsibility of providing technical support to the national government and/or local governments in case of disaster responses or response in the event of a military attack, etc. In order to fulfill the tasks, the JAEA has established the Emergency Action Plan and the Civil Protection Action Plan. In case of a nuclear emergency, NEAT dispatches specialists of JAEA, supplies the national government and local governments with emergency equipment and materials, and gives technical advice and information. In normal time, NEAT provides various exercises and training courses concerning nuclear disaster prevention to those personnel taking an active part in emergency response institutions of the national and local governments, police, fire fighters, self-defense forces, etc. in addition to the JAEA itself. The NEAT also researches nuclear disaster preparedness and response, and cooperates with international organizations. In the FY2013, the NEAT accomplished the following tasks: (1) Technical support activities as a designated public institution in cooperation with the national and local governments, etc. (2) Human resource development, exercise and training of nuclear emergency response personnel for the national and local governments, etc. (3) Researches on nuclear disaster preparedness and response, and sending useful information (4) International contributions to Asian countries on nuclear disaster preparedness and response in collaboration with the international organizations

Japan Atomic Energy Agency (JAEA) at Tono Geoscience Center (TGC) is pursuing a geoscientific research and development project namely the Mizunami Underground Research Laboratory (MIU) Project in crystalline rock environment in order to construct scientific and technological basis for geological disposal of High-level Radioactive Waste (HLW). The MIU Project has three overlapping phases: Surface-based Investigation phase (Phase I), Construction phase (Phase II), and Operation phase (Phase III). The MIU Project has been ongoing the Phase II and the Phase III in fiscal year 2012. This report presents the results of the investigations, construction and collaboration studies in fiscal year 2012, as a part of the Phase II and Phase III based on the MIU Master Plan updated in 2010.

When a nuclear emergency occurs in Japan, the Japan Atomic Energy Agency (JAEA) has the responsibility of providing technical support to the National government, local governments, police, fire stations and nuclear operators etc., because the JAEA has been designated as the Designated Public Institution under the Basic Act on Disaster Control Measures and the Act on Response to Armed Attack Situations, etc.. The Nuclear Emergency Assistance and Training Center (NEAT) of JAEA provides a comprehensive range of technical support activities to an Off-Site Center in case of a nuclear emergency. Specifically, NEAT gives technical advice and information, dispatches specialists as required, and supplies the National Government and local governments with emergency equipments and materials. NEAT provides various exercise and training courses concerning nuclear disaster prevention to those personnel taking an active part in emergency response organizations at normal times. The tasks of NEAT, with its past experiences as a designated public institution including the responses to TEPCO's Fukushima Accident, have been shifted to technical supports to the national government for strengthening its abilities to emergency responses; the NEAT therefore focused on maintenance and operation of its functions, and strengthening its response abilities in cooperation with the national government. This annual report summarized these activities of JAEA/NEAT in the fiscal year 2012.

This study reconsiders rock's mechanical and hydrological parameters based on additional ${it in-situ}$ data given in this year, and conducts the mechanical-hydrological analysis using the Micromechanics-Based Continuum (MBC) model which can consider the behavior of fracture. The acquired analysis results are compared with actual test data such as drift convergence and hydraulic pressure around the drift. Then, following knowledge is obtained.

Japan Atomic Energy Agency has been planning in-situ gas migration test in Horonobe URL, Hokkaido. This paper discusses the optimum gas injection procedure for the test to understand gas migration behaviour in surrounded rock. The stepwise constant gas injection was selected, taking into account domestic and overseas gas related research results. Hydro-mechanical-gas coupling analysis which is able to consider the dissolved methane in Horonobe groundwater was applied to evaluate the gas behaviour. The results have indicated no significant mechanical damages to the rock and have supported the sppropriateness of selected gas injection procedure for the test.

Japan Atomic Energy Agency has been planning ${it in-situ}$ gas migration test in Horonobe URL, Hokkaido. It is expected that dissolved methane in Horonobe groundwater might have an effect on gas migration behaviour in bedrock. A series of two-phase multi-component analyses by use of GETFLOWS were conducted to understand the influence of dissolved methane. The increase of total gas pressure has been shown due to the existence of dissolved methane. The results also indicated that the injected nitrogen gas volume was influenced by dissolved methane.

This research focused on methods of estimating the amounts of groundwater recharge, which are normally required as upper boundary conditions in groundwater flow analyses, based on measurements of infiltrating water in the ground, to systematize the methods and establish systems which are stable and measurable on site over a long time. Regarding developing measurement systems, fiber-optic strain measurement methods that enable multiple-point and long-distance measurement were used for measuring three quantities: suction pressure, soil moisture and volumetric water content rate obtained by applying water absorption swelling material, and each measurement was discussed. The results showed that the fiber-optic soil aquameter has two types of practical application: one for measuring suction pressure (Type I), and the other for measuring volumetric water content rate obtained by applying water absorption swelling material (Type III). Furthermore, by using measurement instruments in actual fields, the validity of the two methods for estimating the rainfall infiltration capacities of shallow-layer soils, that is, estimating the capacities either directly by measurements of soil water or from unsaturated hydraulic conductivities, was confirmed.

Concerning the assistance to the Accident of Fukushima No.1 Nuclear Power Station caused by the Great East Japan Earthquake on 11 March, 2011, JAEA assisted activities including environmental radiation monitoring, environmental radioactivity analyses, resident public consulting etc., with its the utmost effort. This annual report summarized these activities of NEAT in the fiscal year 2011.

This document presents the data of geological investigations in the shafts and research galleries to the depth of 300 m of the MIU from the 2004 fiscal year to the 2008 fiscal year. In the shafts and research galleries of the MIU, the Cretaceous Toki granite is unconformably overlain by the generally flat lying Miocene Mizunami Group (younging upwards from the Toki Lignite-bearing Formation to the Hongo and Akeyo Formations) with a depth of about 166 m to 168 m.

Analysis and numerical simulation of seismic events recorded in the ventilation shaft at the Mizunami URL

JAEA has been conducting geoscientific research and development at underground research laboratories under construction in Japan. In this study, frequency and wave propagation characteristics were analyzed using seismic records for six earthquakes obtained with the seismometers in URL. It was found that seismic motions were amplified from the deep underground to the shallow surface and that the wave propagation characteristics were different in NS and EW directions. It was also assumed that the recorded data of the seismometer on the ground might be influenced by aboveground structures. Then, numerical simulations using SHAKE, which is commonly used for seismic response analysis in Japan and had been applied to the earthquake resistance design in Phase I, were carried out to compare analytical results and observed records. The results showed that the calculated results agreed well with those observed when epicenters are close.
