Development and implementation of online trainings at ISCN/JAEA

Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) celebrated its 10th anniversary in December 2020. One of its pillars is capacity building support mainly to Asian countries. 183 trainings were implemented with more than 4,600 participants since its establishment, however, the COVID-19 pandemic impacted in the implementation of the trainings. ISCN/JAEA has started to develop the online trainings since April 2020, and implemented two regional trainings, Physical Protection and State System of Accounting for and Control (SSAC) for IAEA Safeguards in October and November 2020, respectively. The efforts continue in further development of trainings/workshops, including the regional training on Additional Protocol for IAEA Safeguards Agreement Commodity Identification Training, and other two national workshops with foreign instructors. Online training can provide not only training opportunities for those who have difficulty in traveling for security and safety reasons including under the travel restriction by COVID-19 pandemic, but also could serve in making them more effective and efficient, especially by the combination with in-person trainings. The pandemic, as a result, accelerate ISCN/JAEA to develop and implement the online trainings, which key is the international collaboration with the partners including IAEA, DOE/NNSA and Sandia National Laboratories and International Nuclear Nonproliferation and Security Academy (INSA) of the Korea Institute of Nuclear Nonproliferation and Control (KINAC). This paper will provide the efforts of ISCN/JAEA how to address the online training development and implementation, current status, lesson learned, and future plan.

The Integrated Support Center for Nuclear Non-proliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) has been conducting (based on collaborations with JAEA other centers) the following basic technology development programs of advanced non-destructive detection/measurement of nuclear material for nuclear security and nuclear non-proliferation. (1) The demonstration test of the Pu-NDA system for spent fuel assembly using PNAR and SINRD (JAEA/USDOE(LANL) collaboration, completed in JFY2013), (2) Basic development of NDA technologies using laser Compton scattered $$gamma$$-rays (Demonstration of an intense mono-energetic $$gamma$$-ray source), (3) Development of alternative to He-3 neutron detection technology, (4) Development of neutron resonance densitometry (JAEA/JRC collaboration)This paper introduces above programs.

International forum on peaceful use of nuclear energy and nuclear non-proliferation was held at Gakushi-kaikan, Tokyo on February 2-3, 2011 in cooperation with The Japan Institute of International Affairs (JIIA) and The University of Tokyo Global COE. In our International Forum, we would like to encourage active discussion of international challenges to and solutions for compatibility between peaceful use of nuclear energy and nuclear non-proliferation, and international cooperation for emerging nuclear energy states. It was successfully carried out with as many as 310 participants and a lot of discussions. This report includes abstracts of keynote speeches, summary of panel discussions and materials of the presentations in the forum.

Japan has been promoting the peaceful use of nuclear energy, ensuring compliance with international norms relating to nuclear non-proliferation. Japan has also played a role for the promotion of nuclear disarmament. On the other hand concerns about nuclear proliferation have been raised in the world, the situation threatens the peaceful use of nuclear energy. In the field of peaceful use of nuclear energy and the nuclear non-proliferation (arms) it is becoming increasingly important that Japan leads the world to contribute concretely. It needs to overcome many challenges. This report summerizes the discussion at the International Forum on Peaceful Use of Nuclear Energy and Nuclear Nonproliferation/Nuclear Disarmament to be held in December 2009. Authors report and consider the future challenges as well as efforts against those based on the discussion.

Shape recovery characteristics under constant stress on FeMnSi-based shape memory alloy

FeMnSi-based shape memory alloy (SMA) is expected to be utilized for pipe installations and large structural members. Since the shape recovery action in these applications must evolve under a stress, it is important to grasp the shape recovery behavior under a controlled stress. In this study, the shape recovery behavior of FeMnSi-based SMA under a constant stress is investigated in detail, and the interpretation based on the mechanism of stress-induced martensitic transformation, which controls the shape recovery action of FeMnSi based SMA, is conducted. The stress applied to oppose the reverse transformation decreases the degree of shape recovery and increases shape recovery temperature. On the other hands the stress applied to assist the reverse transformation increases the degree of shape recovery and decreases recovery temperature. The effect of the type and amount of prestrain on the shape recovery force is also studied.

【課題】例えば、水素製造システムにおいて使用される硫酸分解反応器への触媒充填に際して、触媒が破損せず、触媒充填後にも触媒の残渣が反応器内に残る恐れのない、新たな触媒充填方法を提供すること。 【解決手段】外管と内管から形成される流路と、前記流路内に充填された触媒を有し、前記流路を介して、前記流路の一端から他端に向けてプロセスガス又は液体は通過させることで、前記プロセスガス又は液体を処理する反応器に、前記触媒を充填する方法であって、前記触媒を不活性ガス流に載せて、前記反応器外部から前記内管を介して前記流路内に充填する。

【課題】ISプロセスを用いて水素を製造するシステムのHI分解反応工程において、処理中に各機器や配管内でヨウ素が析出し沈着することを防止できる水素製造システムを提供すること。 【解決手段】 ブンゼン反応後に得られるヨウ化水素(HI)を気化させた後、再生熱交換器を通してヨウ化水素(HI)分解器に送り込み、水素(H2)やヨウ素(I2)などから成る混合ガスに熱分解した後、再度前記再生熱交換器を介してHI-I2回収分離器に送り、最終的に水素を分離回収するISプロセスを用いた水素製造システムにおいて、前記再生熱交換器の前段に予備加熱器を設け、前記再生熱交換器内部で前記混合ガスがヨウ素析出温度より低温にならないよう、これと熱交換する低温側プロセス流体の温度を能動的に制御している。

【課題】ブンゼン反応系で使用する硫酸分解反応器内の硫酸の液位を、精確かつ確実に監視し、硫酸液面の急激な上昇による触媒の損傷を防止できる硫酸分解反応器を提供すること。 【解決手段】硫酸分解反応器内の溶液貯留部内に、通常運転時に貯留されるべき硫酸の液面より上側で、触媒の充填最下面より下側の位置における液面を測定できる第1の温度センサーと、通常運転時に貯留されるべき硫酸の液面より下側の位置における液面を測定できる第2の温度センサーとの、少なくとも2個の温度センサーを備えている。
