The obtained results reveal that when alumina is immersed in an acidic solution containing molybdate ions, the hydroxyl groups present on the surface are removed to generate positively charged sites, and molybdate ions (MoO or AlMoOH) are adsorbed by electrostatic interaction. Alumina dissolves slightly in an acidic solution to form AlMoOH, which is more easily desorbed than MoO. Furthermore, the enhancement in the Mo adsorption or desorption property may be achieved by enriching the surface of the alumina adsorbent with many -OH groups and optimizing Mo solution to adsorb molybdate ions on alumina as MoO ions. These findings will assist researchers in engineering more efficient and stable alumina-based adsorbents for molybdenum adsorption used in medical radioisotope (Mo/Tc) generators.

Technetium-99m (Tc), the daughter nuclide of Molybdenum-99 (Mo), is the most commonly used radioisotope in radiopharmaceuticals. The research and development (R&D) for the production of Mo by the neutron activation method ((n, ) method) has been carried out from viewpoints of no-proliferation and nuclear security, etc. Since the specific activity of Mo produced by the (n, ) method is extremely low, developing AlO with a large Mo adsorption capacity is necessary to adapt (n, )Mo to the generator. In this study, three kinds of AlO specimens with different raw materials were prepared and compared their adaptability to generators by static and dynamic adsorption. MoO pellet pieces (1.5g) were irradiated with 5 MW for 20 min in the Kyoto University Research Reactor (KUR). Irradiated MoO pellet pieces were dissolved in 6M-NaOH aq. In dynamic adsorption, 1 g of AlO was filled into a PFA tube (1.59 mm). The Mo adsorption capacity of AlO specimens under dynamic condition was slightly reduced compared to that under static condition. The Tc elution rate was about 100% at 1.5 mL of milking in dynamic adsorption, while it was around 56-87% in static adsorption. The Mo/Tc ratio of dynamic condition was greatly reduced compared to that of static condition. Therefore, the Tc elution property is greatly affected by the method of adsorbing Mo, e.g., the column shape, the linear flow rate, etc.

AlO adsorbed [Mo]molybdate ions in solutions at different pH; the lower was the pH, the higher was the Mo-adsorption capacity of AlO. The Tc-elution properties of molybdate ion adsorbed AlO were elucidated by flowing saline. Consequently, it was suggested that Mo-adsorption/desorption properties are affected by the specific surface of AlO and Tc-elution properties are affected by the crystal structure of AlO.

At 550C by the two-step pressurizing method, a relative density of 93.1% was obtained while, by the one-step pressurization method, the relative density was 76.9%. Direct sample temperature measurements were conducted by inserting a thermocouple in a punch. By the two-step pressurizing method, the sample temperature was higher than that by the one-step pressurizing method even almost the same die temperature. From voltage and current waveforms, it was thought that the conductivity of the sample increased by the two-step pressurizing method to increase the sample temperature and the relative density. The two-step pressurization method enables us to prepare dense targets at a low temperature from recycled and coarse-grained Mo enriched MoO powder.

From the viewpoints of utilization improvement of the Japan Materials Testing Reactor (JMTR), the experimental devices have been established for the out-pile tests in the irradiation technology development building. The devices for the irradiation capsule assembly, material tests and inspections were established at first and experimental data were accumulated before the neutron irradiation tests. On the other hand, after the Great East Japan Earthquake, the repairs and earthquake-resistant measures of the existing devices were carried out. New devices and equipments were also established for the R&D program for power plant safety enhancement of the Agency for Natural Resources and Energy, Ministry of Economy, Trade and Industry (METI) and Mo/Tc production development under the Tsukuba International Strategic Zone. This report describes the outline and basic operation manuals of the devices established from 2011 to 2016 and the management points for the safety works in the irradiation technology development building.

The research and development (R&D) on the production of Mo/Tc by (n,) method has been carried out in the Neutron Irradiation and Testing Reactor Center. The Mo production by (n,) reaction is a simple and easy method, and it also is advantageous from viewpoints of nuclear proliferation resistance and waste management. However, it is difficult to produce the Tc solution with high radioactive concentration because the specific radioactivity of Mo by this method is extremely low. Up to now, various Mo absorbents such as Polyzirconium Compound (PZC) and Polytitanium Compound (PTC) have been developed with high Mo adsorption efficiency. It is necessary for utilization to the generator of these absorbents to evaluate the effect of elements containing these absorbents and to assure the quality of Tc solution. In this report, the status of R&D of the Mo adsorbents was investigated. The alumina as Mo adsorbent, which uses in medical Mo/Tc generator, was focused and Mo adsorption/desorption properties of three kinds of alumina was evaluated by different properties such as crystal structure and specific surface.

Technetium-99m (Tc) is one of the most commonly used radioisotopes in the field of nuclear medicine. In the Japan Atomic Energy Agency (JAEA), the research and development (R&D) have been carried out for production of molybdenum-99 (Mo) by (n, ) method, a parent nuclide of Tc, with the Japan Material Testing Reactor (JMTR). On the other hand, the new project as "Domestic Production of Medical Radioisotope (Technetium preparation) in Japan" was adopted in the Tsukuba International Strategic Zone on October, 2013 and the demonstration tests will be planned for the domestic production of Mo/Tc with the JMTR. Thus, new facilities and analysis devices were equipped in the JMTR Hot Laboratory in 2014 as the part of this project. As the part of the analytical device equipment, the -TLC analyzer and the radiation detector connected with the High Performance Liquid Chromatography (HPLC) were installed for quality inspection of the Mo/Tc solution and the extracted Tc solution in the JMTR Hot Laboratory. The performance tests of these devices such as detection sensitivity, resolution, linearity and selectivity of energy range were carried out with Cs and Eu as alternative radionuclides of Mo and Tc, respectively. In the results, bright prospects were obtained concerning the quality inspection of the Mo/Tc and Tc solutions using these devices. This report describes the results of those performance tests.

In this study, experimental fabrication tests of the high-density MoO pellets were carried out by the Plasma Activated Sintering (PAS) method, which requires relatively lower temperature and shorter time to fabricate the pellets. From the results, the PAS method combined with oxidation process, prior to dissolution into sodium hydroxide solution, is a useful measure to fabricate high-density MoO Pellets for the future domestic production of Tc. The irradiation tests and characterization with these pellets will be carried out under the international cooperation.

PZC (Poly-Zirconium Compound) was developed as adsorbent of molybdenum for Mo-Tc generator. However, PZC has some faults. So, new adsorbent based on titanium (PTC), was developed for getting rid of faults. This time, Mo adsorption and Tc elution tests with PZC and PTC were carried out. As a result, the Mo adsorption performance of the PTC was lower than PZC, on the other hand, Tc elution performance of the PTC was higher than PZC.
