The OECD-NEA High Priority Request List (HPRL) is a point of reference to guide and stimulate the improvement of nuclear data for nuclear energy and other nuclear applications. The HPRL is application-driven and the requests are submitted by nuclear data users or representatives of the user's communities. A panel of international experts reviews and monitors the requests in the framework of an Expert Group mandated by the NEA Nuclear Science Committee Working Party on International Nuclear Data Evaluation Cooperation (WPEC). After approval, individual requests are divided in two priority categories only, whereas a third category now includes groups of generic requests in a well-defined area (e.g., dosimetry, standard). The HPRL is hosted by the NEA in the form of a relational database publicly available on the web. This contribution provides an overview of HPRL entries, status and outlook. Examples of requests successfully completed will be given and new requests will be described with emphasis on updated nuclear data needs in the fields of nuclear energy, neutron standards, dosimetry, and medical applications.

The Sub- and Expert Groups of the WPEC typically focus on specific technical topics, while the Collaborative International Evaluated Library Organisation Pilot Project (CIELO) was established to generate complete evaluations for a selection of the most important isotopes for criticality in nuclear technologies: $$^{235,238}$$U, $$^{239}$$Pu, $$^{56}$$Fe, $$^{16}$$O and $$^{1}$$H. The outcomes of these evaluations include significant harmonisation of discrepancies between the independent programmes, improvement in the performance for international standard nuclear criticality and neutron transmission benchmarks, complete uncertainties for nearly all parameters and the utilisation of modern data storage technologies. This work has leveraged the considerable, parallel experimental work in collecting improved experimental measurements to support nuclear data and highlighted high-priority areas for further study. A productive and durable framework for international evaluation has been established which will build upon the lessons learned. These will continue through new WPEC groups and a new IAEA evaluation network, which has been initiated in response to the success of the CIELO project. This talk will summarize some performance feedback on the CIELO evaluations, including recent results, and will describe ongoing and future, planned CIELO-related collaborations to further advance our understanding.

The OECD Nuclear Energy Agency (NEA) Working Party on International Nuclear Data Evaluation Cooperation (WPEC) was established in 1989 to facilitate collaboration in nuclear data activities. Over its thirty year history, fifty different subgroups have been created to address topics in nearly every aspect of nuclear data, including: experimental measurements, evaluation, validation, model development, quality assurance of databases and the development of software tools. After three decades we will review the status of WPEC, how it integrates other collections and activities organised by the NEA and how it dovetails with the initiatives of the IAEA and other bodies to effectively coordinate international activities in nuclear data.

The aim of this work was to investigate the $$alpha$$-decay properties of $$^{200,202}$$Fr and daughter products. Neutron-deficient francium nuclei are produced at ISOLDE-CERN bombarding a UCx target with 1.4 GeV protons. Due to the very high statistics and the high beam purity, improved decay data for $$^{202}$$Fr and its daughters were obtained. The observation of crossover transitions positioned the isomeric high-spin level of $$^{198}$$At at an excitation energy of 265(3) keV. Half-life values of 4.47(5) s and 1.28(10) s were extracted for the ground state and isomeric state of $$^{198}$$At and 52(3) ms for the ground-state decay of $$^{200}$$Fr.

Gamow-Teller $$beta$$ decay is forbidden if the number of nodes in the radial wave functions of the initial and final states is different. This $$Delta$$$$n$$ = 0 requirement plays a major role in the $$beta$$ decay of heavy neutron-rich nuclei, affecting the nucleosynthesis through the increased half-lives of nuclei on the astrophysical $$r$$-process pathway below both $$Z$$ = 50 (for $$N >$$ 82) and $$Z$$ = 82 (for $$N >$$ 126). The level of forbiddenness of the $$Delta$$$$n$$ = 1 $$nu$$1$$g_{9/2} rightarrow pi$$0$$g_{7/2}$$ transition has been investigated from the $$beta^{-}$$ decay of the ground state of $$^{207}$$Hg into the single-proton-hole nucleus $$^{207}$$Tl in an experiment at the ISOLDE Decay Station. From statistical observational limits on possible $$gamma$$-ray transitions depopulating the $$pi$$0$$g^{-1}_{7/2}$$ state in $$^{207}$$Tl, an upper limit of 3.9$$times$$10$$^{-3}$$ % was obtained for the probability of this decay, corresponding to log$$ft >$$ 8.8 within a 95% confidence limit. This is the most stringent test of the $$Delta$$$$n$$ = 0 selection rule to date.

Hyperfine-structure parameters and isotope shifts for the 795-nm atomic transitions in $$^{217,218,219}$$At have been measured at CERN-ISOLDE, using the in-source resonance-ionization spectroscopy technique. Magnetic dipole and electric quadrupole moments, and changes in the nuclear mean-square charge radii, have been deduced. A large inverse odd-even staggering in radii, which may be associated with the presence of octupole collectivity, has been observed. Namely, the radius of the odd-odd isotope $$^{218}$$At has been found to be larger than the average.

CIELO国際協力では、原子力施設の臨界性に大きな影響を与える重要核種($$^{235}$$U, $$^{238}$$U, $$^{239}$$Pu, $$^{56}$$Fe, $$^{16}$$O, $$^{1}$$H)の中性子断面積データの精度を改善し、これまで矛盾していると考えられた点を解消することを目的として研究が行われた。多くの研究機関が参加したこのパイロットプロジェクトは、IAEAの支援も受けて、OECD/NEAの評価国際協力ワーキングパーティ(WPEC)のSubgroup 40として組織された。本CIELOプロジェクトは、新たな実験研究や理論研究を行う動機付けとなり、測定データを正確に反映し臨界性の積分テストに優れた新たな一連の評価済みライブラリとして結実した。本報告書は、これまでの研究成果と、本国際協力の次の段階の計画概要をまとめたものである。

A new high-spin isomer in the neutron-rich nucleus $$^{128}$$Cd was populated in the projectile fission of a $$^{238}$$U beam at the Radioactive Isotope Beam Factory at RIKEN. A half-life of T$$_{1/2}$$ = 6.3(8) ms was measured for the new state which was tentatively assigned a spin/parity of (15$$^-$$). The isomeric state decays via the emission of a 309-keV $$gamma$$ ray with $$E3$$ multipolarity. The experimental results are compared to shell model calculations performed using state-of-the-art realistic effective interactions and to the neighbouring nucleus $$^{129}$$Cd. The comparison with calculations shows that adjustments of the pairing and multipole parts of the effective interaction derived from the CD-Bonn nucleon-nucleon potential are required in order to describe the properties of nuclei in the region around $$^{132}$$Sn.

The level schemes of neutron-rich isotopes $$^{70}$$Co and $$^{70}$$Ni were populated in the $$beta$$ decay of $$^{70}$$Fe and studied using $$beta$$-delayed $$gamma$$-ray spectroscopy of the $$beta$$ decay, at the RIBF in RIKEN, Japan. The experimental results were compared to state-of-the-art shell-model calculations, and indicate a dominance of prolate deformation in the low-lying states, coexisting with spherical states. The $$beta$$ decay of the $$A=70$$ isobars is shown to progress in accordance to a new type of shell evolution, the so-called Type II, which involves many particle-hole excitations across energy gaps.

RENiO$$_3$$ (RE = rare-earth element) and V$$_2$$O$$_3$$ are archetypal Mott insulator systems. When tuned by chemical substitution (RENiO$$_3$$) or pressure (V$$_2$$O$$_3$$), they exhibit a quantum phase transition (QPT) between an antiferromagnetic Mott insulating state and a paramagnetic metallic state. Because novel physics often appears near a Mott QPT, the details of this transition, such as whether it is first or second order, are important. Here, we demonstrate through muon spin relaxation/rotation experiments that the QPT in RENiO$$_3$$ and V$$_2$$O$$_3$$ is first order: the magnetically ordered volume fraction decreases to zero at the QPT, resulting in a broad region of intrinsic phase separation, while the ordered magnetic moment retains its full value until it is suddenly destroyed at the QPT. These findings bring to light a surprising universality of the pressure-driven Mott transition, revealing the importance of phase separation and calling for further investigation into the nature of quantum fluctuations underlying the transition.

The $$beta$$ decay of the semi-magic nucleus $$^{130}$$Cd has been studied at the RIBF facility at the RIKEN Nishina Center. The high statistics of the present experiment allowed for a revision of the established level scheme of $$^{130}$$In and the observation of additional $$beta$$ feeding to high lying core-excited states in $$^{130}$$In. The experimental results are compared to shell-model calculations employing a model space consisting of the full major $$N=50-82$$ neutron and $$Z=28-50$$ proton shells, and good agreement is found.

Isomeric states in $$^{194}$$Po and $$^{192}$$Po were studied at the velocity filter SHIP. The isotopes were produced in the fusion-evaporation reactions $$^{141}$$Pr($$^{56}$$Fe, $$p2n$$)$$^{194}$$Po and $$^{144}$$Sm($$^{51}$$V, $$p2n$$)$$^{192}$$Po. Several new $$gamma$$-ray transitions were attributed to the isomers and $$gamma$$-$$gamma$$ coincidences for both isomers were studied for the first time. The 459-keV transition earlier, tentatively proposed as de-exciting the isomeric level in $$^{194}$$Po, was replaced by a new 248-keV transition, and the spin of this isomer was reassigned from (11$$^{-}$$) to (10$$^{-}$$). The de-excitation of the (11$$^{-}$$) isomeric level in $$^{192}$$Po by the 154-keV transition was confirmed and a parallel de-excitation by a 733-keV (E3) transition to (8$$^{+}$$) level of the ground-state band was suggested. Moreover, side feeding to the (4$$^{+}$$) level of the ground-state band was proposed. The paper also discusses strengths of transitions de-exciting 11$$^{-}$$ isomers in neighboring Po and Pb isotopes.

For the first time, the decay of excited states in a nucleus situated "south-east" of $$^{132}$$Sn have been observed, in a region where experimental information is limited to ground-state properties. Six $$gamma$$ rays from $$^{133}$$Cd, produced in the fragmentation of a $$^{238}$$U beam at RIBF at RIKEN. The $$gamma$$ rays were studied using the EURICA array of Ge detectors. The new experimental information is compared to results from realistic shell-model calculations, which are the first in this region far from stability. Comparison with calculations suggests that at least four out of six new transitions can be attributed to the particle-hole configuration of one neutron in the $$f_{7/2}$$ and one proton hole in the $$g_{9/2}$$ orbits, respectively. This work constitutes an important first step towards the exploration of nuclear structure in this unknown region of the nuclear chart.

Low-lying excitations in $$^{72}$$Ni

Low-lying excited states in $$^{72}$$Ni have been investigated at RIKEN by studying the $$beta$$ decay of $$^{72}$$Co to $$^{72}$$Ni. $$^{72}$$Co was separated with BigRIPS, implanted into the WaS3ABi Silicon array, and the $$gamma$$ ray measured using the EURICA $$gamma$$ spectrometer. From the analysis, 60 new $$gamma$$-ray transitions and 21 new levels in $$^{72}$$Ni were observed. The new experimental information is compared to shell-model calculations which include neutron excitation across the $$fpg$$ shell. The calculations reproduce rather well the observed states, implying that a clear understanding of these low-lying excitations has been achieved.

The $$beta$$ decays of $$^{68,69,70}$$Mn have been measured at the RIBF facility at RIKEN using the EURICA $$gamma$$ spectrometer combined with an active stopper consisting of a stack of Si detectors. Half-lives and $$beta$$-delayed neutron emission probabilities have been extracted for these decays, together with first experimental information on excited states populated in $$^{69,70}$$Fe. The data indicate a continuously increasing deformation for Fe isotopes up to A=70, and interpreted to be due to the interplay between quadrupole correlation of specific neutron orbitals and the monopole component of the proton-neutron interaction.

We report an Fe $$K$$-edge resonant inelastic X-ray scattering (RIXS) study of K$$_{0.83}$$Fe$$_{1.53}$$Se$$_2$$. This material is an insulator, unlike many parent compounds of iron-based superconductors. We found a sharp excitation around 1 eV, which is resonantly enhanced when the incident photon energy is tuned near the pre-edge region of the absorption spectrum. The spectral weight and line shape of this excitation exhibit clear momentum dependence. In addition, we observe momentum-independent broad interband transitions at higher excitation energy of 3-7 eV. Calculations based on a 70 band $$dp$$ orbital model, using a moderate $$U_{rm eff}$$ = 2.5 eV, indicate that the 1 eV feature originates from the correlated Fe 3$$d$$ electrons, with a dominant $$d_{xz}$$ and $$d_{yz}$$ orbital character. We find that a moderate $$U_{rm eff}$$ yields a satisfying agreement with the experimental spectra, suggesting that the electron correlations in the insulating and metallic iron based superconductors are comparable.

In resonant inelastic X-ray scattering (RIXS), core hole resonance modes are used to enhance coupling between photons and low energy electronic degrees of freedom. Resonating with shallow core holes accessed in the extreme ultraviolet (EUV) can provide greatly improved energy resolution at standard resolving power, but has been found to often yield qualitatively different spectra than similar measurements performed with higher energy X-rays. This paper uses experimental data and multiplet-based numerical simulations for the M-edges of Co-, Ni-, and Cu-based Mott insulators to review the properties that distinguish EUV RIXS from more commonly performed higher energy measurements. Key factors such as the origin of the strong EUV elastic line and advantages of EUV spectral functions over soft X-ray RIXS for identifying intrinsic excitation line shapes are discussed.

The $$beta$$ decay of $$^{129}$$Cd, produced in relativistic fission of a $$^{238}$$U beam, was studied at the RIKEN Nishina Center. From the $$gamma$$-ray analysis, 31 excited states and 69 $$gamma$$ ray transitions were established in the level scheme of $$^{129}$$In, and compared with state-of-the-art shell-model calculations. It was found that the $$beta$$ decay of $$^{129}$$Cd is dominated by Gamow teller transitions, but a non-negligible contribution to the $$beta$$ decay is also made by first-forbidden transitions. To estimate the contribution of first-forbidden transitions is important for calculations of the $$beta$$-decay half-lives of nuclei in this region.

The $$beta$$-decay half-lives of 110 neutron-rich isotopes of the elements from Rb to Sn were measured at the RIBF Facility at RIKEN, Japan. The new data demonstrate the persistence of shell structure far from stability and have direct implications for the $$r$$-process calculations. In particular, the new half-lives have a global impact on the calculated $$r$$-process elemental abundances, and alleviate the underproduction of isotopes just above and below the A=130 peak, which in the past required the introduction of shell structure modifications. The decay of an isomeric state in the neutron-rich nucleus $$^{129}$$Cd was observed via the detection of internal conversion and Compton electrons. This measurement provided the first experimental information on excited states in this nucleus. The isomer was populated in the projectile fission of a $$^{238}$$U beam at the RIBF facility at RIKEN. From the measured yields of $$gamma$$ rays and internal conversion electrons, E3 multipolarity was tentatively assigned to the isomeric transition. A half-life of 3.6(2) ms was determined for this new state which, by comparison with shell-model calculations, was tentatively assigned a spin of (21/2$$^+$$).
