A practical training course using the JMTR (Japan Materials Testing Reactor) and other research infrastructures was held from November 29 to December 2 in 2021 for Asian young researchers and engineers. This course was adopted as International Youth Exchange Program in Science (SAKURA SCIENCE Exchange Program) which is the project of the Japan Science and Technology Agency, and this course aims to enlarge the number of high-level nuclear researchers/engineers in Asian countries which are planning to introduce a nuclear power plant, and to promote the use of facilities in future. In this year, from the viewpoint of preventing the spread of COVID-19 infection, it was decided to hold the event online. 53 young researchers and engineers joined the course from 6 countries. In FY2022, training programs with invitations were held due to the easing of restrictions on entry into Japan from overseas. 7 young researchers and engineers from4 Asian countries participated in the training from February 1 to 10, 2023. The common curriculum in the training course of FY2021 and FY2022 included lectures on nuclear energy, irradiation testing, safety management, JMTR decommissioning plan, etc. In the online session, conducted in FY2021, information exchange on the energy situation in each country was conducted. On-site training conducted in FY2022, included practical training on operation using simulations, environmental monitoring, etc. and facility tours of the JMTR, etc. Many participants could join the online training course, they created a diversity of expertise and made lively discussions during the information exchange. On-site training, while limited in number of participants, provided a good opportunity for personnel exchange through practical training and face-face communication. It is desirable to hold on-site training as long as circumstances permit. This report summarizes the training conducted in FY2021 and FY2022.

Accident consequence analysis for JMTR as a decommission facilities

Japan Materials Testing Reactor (JMTR) was decided as a one of decommission facilities in April 2017. In order to submit the decommissioning plan to the Nuclear Regulation Authority, the type of accident assumed in the first stage of the decommissioning plan was selected, and the public exposure dose was evaluated. A fuel handling accident and a fire accident during storage of waste were selected as assumed accidents in the first stage of the decommissioning plan. An evaluation of the public exposure dose from the radioactive materials released into the atmosphere due to these accidents was estimated to be a maximum of 0.019 mSv (due to a fire accident during storage of waste). This estimated value was found to be sufficiently smaller than the judging criteria (5 mSv), and not to pose a significant risk of radiation exposure to the general public.

Evaluation on secondary radioactive contamination remaining in JMTR Reactor Facility

Japan Materials Testing Reactor (JMTR) was decided as a one of decommission facilities in April 2017. The activation activity of secondary radioactive contamination remaining in the reactor facility was evaluated in order to submit the decommissioning plan to the Nuclear Regulation Authority. Total activation activity was 2.73$$times$$10$$^{12}$$Bq after 12 years, 1.46$$times$$10$$^{12}$$Bq after 21 years, respectively. The system with high activation activity was the primary cooling system in JMTR. The relatively large radionuclide was H-3, Fe-55, Co-60, Ni-63, Sr-90 and Cs-137. The radioactivity level was classified based on the values of the obtained radioactivity concentration. As a result, the primary cooling system and the drain system was classified as L2, and others was classified as L3. The nuclide that affected classification result was only Co-60 in irradiation facility of HR-1 and OSF-1. H-3, Co-60, Sr-90, Cs-137 and so on were affected classification in other system. When treating and disposing of radioactive waste, evaluation will be carried out based on appropriate methods.

This course was adopted as Japan-Asia Youth Exchange Program in Science (SAKURA Exchange Program in Science) which is the project of the Japan Science and Technology Agency, and this course aims to enlarge the number of high-level nuclear researchers/engineers in Asian countries which are planning to introduce a nuclear power plant, and to promote the use of facilities in future. In this year, 12 young researchers and engineers joined the course from 6 countries. This course consists of lectures, which are related to irradiation test research, safety management of nuclear reactors, nuclear characteristics of the nuclear reactors, etc., practical training such as practice of research reactor operation using simulator and technical tour of nuclear facilities on nuclear energy. The content of this course in FY 2019 is reported in this paper.

As "Regulations on events to be reported by nuclear disaster prevention manager based on act on special measures concerning nuclear emergency preparedness" was revised and enfored in 2017, Nuclear operator emergency action plan at Oarai Research and Development Institute was reconsidered, and Emergency Action Level (EAL) in JMTR was newly set. In setting the EAL, characteristics of the JMTR and EAL in nuclear power reactors were considerd because the characteristics of research reactors are different in reactor types. This report shows the basic policy and the selection result of the EAL setting in the JMTR.

Under severe accidents, high-integrity transmission techniques are necessary so as to monitor the situation of the nuclear power plant. In this study, effects of gamma irradiation up to 10$$^{6}$$Gy on properties of optical devices were evaluated toward the development of a radiation-resistant in-water wireless transmission system using visible light. After the irradiation, for the LEDs, the total luminous flux decreased and the browning of resin lenses occurred. Meanwhile, the current-voltage characteristics hardly changed. For the PDs, the light sensitivity decreased and the browning of resin window occurred. The dark currents of PDs did not become large enough to adversely affect transmission. These results indicated that both the decreases of the total luminous flux of the LEDs and the light sensitivity of the PDs were mainly caused by not the degradation of the semiconductor parts but the browning of the resin parts by the irradiation. In addition, basic decrease behaviors of light transmission of several different types of glasses by gamma irradiation were also obtained so as to select the suitable optical windows and filters for the developing radiation-resistant in-water wireless transmission system.

$$gamma$$ irradiation effects on LEDs and photo diodes (PDs) were evaluated toward the development of a radiation-resistant in-water wireless transmission system using visible light. The current-voltage characteristics and total luminous flux of the LEDs and the dark current and light sensitivity of the PDs were measured before and after the irradiation. Practical training courses using the JMTR and related facilities as an advanced research infrastructures have been carried out in Japan Atomic Energy Agency since FY2010 from a viewpoint of the nuclear human resource development and the securing. In FY2013, "Training course for foreign young researchers and engineers" was carried out from July 8th to July 26th, and "Training course using JMTR and related facilities as advanced research infrastructures" for domestic young researchers and engineers was carried out from July 29th to August 9th. 18 young researchers and engineers were joined in each training course, and 36 trainees in total studied about basic nuclear research and technology through the lecture and training about the reactor operation management, safety management, irradiation test, etc. in the JMTR. The results of these courses are reported in this paper.

The number of research reactors in the world is decreasing because of their aging. On the other hand, the necessity of research reactor, which is used for human resources development, progress of the science and technology, industrial use and safety research is increasing for the countries which are planning to introduce the nuclear power plants. From above background, the Neutron Irradiation and Testing Reactor Center began to discuss a basic concept of Multipurpose Compact Research Reactor (MCRR) for education and training, etc., on 2010 to 2012. This activity is also expected to contribute to design tool improvement and human resource development in the center. In 2011, design study of reactor core, irradiation facilities with high versatility and practicality, and hot laboratory equipment for the production of Mo-99 was carried out. As the result of design study of reactor core, subcriticality and operation time of the reactor in consideration of an irradiation capsule, and about the transient response of the reactor to the reactivity disturbance during automatic control operation, it was possible to do automatic operation of MCRR, was confirmed. As the result of design study of irradiation facilities, it was confirmed that the implementation of an efficient mass production radioisotope Mo-99 can be expected. As the result of design study with hot laboratory facilities, Mo-99 production, RI export devised considered cell and facilities for exporting the specimens quickly was designed.

A real-time simulator for operating both a reactor and irradiation facilities of a materials testing reactor, Simulator of Materials Testing Reactors, was developed for understanding reactor behavior and upskilling in order to utilize for a nuclear human resource development and to promote partnership with developing countries which have a plan to introduce nuclear power plant. The simulator is designed based on the JMTR (Japan Materials Testing Reactor) and it simulates operation, irradiation tests and various kinds of anticipated operational transients and accident conditions caused by the reactor and irradiation facilities. The development of the simulator was sponsored by the Japanese government as one of the specialized projects of advanced research infrastructure in order to promote basic as well as applied researches. This report summarizes the simulation model, hardware specification and operation procedure of the simulator.

The number of research reactors in the world is decreasing because of their aging. However, the planning to introduce the nuclear power plants is increasing in Asian countries. In these Asian countries, the key issue is the human resource development for operation and management of nuclear power plants after constructed them, and also the necessity of research reactor, which is used for lifetime extension of LWRs, progress of the science and technology, expansion of industry use, human resources training and so on, is increasing. Verification on integrity of JMTR emergency generator

Electric power supply system of JMTR consists of commercial power supply system and emergency power supply system. In the periodical assessment of JMTR, it was concluded that the integrity of the emergency generators were confirmed and the aging effects were to be watching continuously in future. Therefore, prior to the restart of the JMTR, verification on integrity of the generators were carried out in order to confirm the integrity and to determine maintenance plans which run before and after the restart. As a result, the integrity of the generators were confirmed because the electrical degradation was not found. Maintenance plan is determined before JMTR restart. Also it is possible to maintain the integrity of the generators by carrying on the current maintenance plan with periodical overhaul.
