The regulatory standards for nuclear facilities were revised, reflecting the lessons learned from Fukushima-Daiichi NPS accident. Many requirements for safety measures, in case there are natural disaster or severe accidents, are added for nuclear fuel cycle facilities. Aiming achievement of the nuclear fuel cycle, various safety measures for conforming to new regulatory standard and improving, have been taken at Rokkasho reprocessing plant.

We had drastically been improving quality assurance system for Tokai Reprocessing Plant (TRP), through applying new regulatory requirements, giving up ISO certification from FY2012 to 2019. In revising QA system, it is obviously necessary to satisfy the regulatory requirements, but it is important to continuously improve the QA system considering effectiveness to safety performance based on earlier experiences. In this report, the background of QA system revision, interpretation and thinking way of conformation and application to new regulation and "Application Guide to Quality Assurance Code for Safety in Nuclear Power Plants (JEAC 4111)" to TRP, issues considered. And matters that require attention for future QA activities are described. Key points are "in work processes planning, relationship with other sections and responsibility boundaries should be clearly defined with such as flow chart", "to manage decision-making processes is important, including input information, judgment criteria and so on", "concerning process monitoring and measurement, not only focusing on scheduling but also viewpoints toward conditions of facilities/systems, conformance to regulatory requirements and process improvement are necessary", and "in documentation, matching for existing system, clear relation to other fundamental documents are necessary".

The site tour which is a part of CPD events regarding the issue concerning the radioactive waste from nuclear facilities was organized in autumn 2019, and we visited the facilities related to the specified waste due to the Fukushima-Daiichi Nuclear Power Plant accident in spring 2020. The tours made us reacknowledge the impact of radionuclides on environment at accident, the importance of the management of nuclear facilities under the basic premise of ensuring safety, the necessity of the discussion based on the common understanding, and that would be contributed to find the solution of those issues.

We visited Onagawa NPP and discussed with the workers, for study of good practices at this plant, avoided severe accident, when the 3.11 earthquakes and tsunami disaster occurred. It was learned a part of background of the good practices, by discussion about organizational culture included in attitude for safety, philosophy of management, inheritance technology, and so on. It is important that we inform the knowledge leading safety culture analyzed from their experience to public, as professional engineer.

For decommissioning the Fukushima-Daiichi Power Plant, various studies and activities have continued. In this paper, it was mainly described the status of research for fuel debris retrieval with remote technologies, which was the most difficult challenge, introduced in CPD program. Investigation and analyzing for debris condition in each reactor have done. Various researches and developments for the way of fuel debris retrieval with remote technology, including in access route, from the top or side, have continued with the result.

Review and suggestion activities for textbooks of school education

Atomic Energy Society of Japan (AESJ) has researched descriptions regarding energy, nuclear power and radiation in textbooks of school education for about 20 years, since 1995. In the activity on 2014 Japanese Fiscal Year(JFY), the research about textbooks to Nuclear and Radiation Group of IPEJ in attendance with professional engineers was requested and implemented. The research focused on the descriptions about the accident of Fukushima-Daiichi Nuclear Power Plant that was passed 4 years, was implemented. As the result, AESJ pointed out that some descriptions should be revised objectively, and there were some misleading descriptions, etc.

Progress and foresight of maintenance technology in Tokai Reprocessing Plant

In a reprocessing plant, some apparatuses are in severe corrosive condition, like exposure to boiling nitric acid. Safety functions, like fire prevention on organic solvent, are needed on some apparatuses. To maintain the apparatuses and functions, various inspections are performed. The features of the maintenance in high dose, are represented in experiences of remote operation. The way of decommissioning of Tokai Reprocessing Plant has been indicated last year. But importance of maintenance will not change, because the apparatuses for treatment of high level liquid waste will be used for long term. Continuing development of remote maintenance technology and contribution to decommissioning Fukushima Dai-ichi NPP are expected.

Leaching test of bituminized waste and waste solidified by epoxy resin

This paper is reported that result of leaching tests for bituminized waste and Waste solidified by epoxy resin, done from 2003 to 2006. We've get precious knowledge and data, as follows. (1) In leaching tests for bituminized waste, it has detected iodine-129 peak, considered difficult too low energy $$gamma$$ to detect. We've get data and knowledge of iodine-129 behavior first. Leached radioactivity for 50 days calculated by peak area was equal for about 40% and 100% of including radioactivity in bituminized waste sample. And we've get data of behavior of nitric acid ion and so on, important to study for disposal, in various condition of sample shape or leaching liquid temperature. (2) In leaching test for waste solidified by epoxy resin, we've get data of behavior of TBP, radionuclides and so on.

Development of fluorescent liquid penetrant test equipment

The fluorescent liquid penetrant test equipment, for welding part in the evaporator for phosphate liquid waste generated by solvent waste treatment at Tokai reprocessing plant, was developed. It is composed of CCD camera and UV light for observation, sprinkling nozzles for fluorescent liquid, washing water and drying air, and positioning mechanism, which could be arranged position of the equipment to inspection object by 3 axes operation, insert length, bending angle and turn angle. Also, the equipment could be inserted by way of the nozzle, which inside diameter is 60 mm, into the evaporator for inspection. It was confirmed that it could be observed the standard faults, which was defined in JIS, by the equipment. Then, fluorescent liquid penetrant test for the evaporator, which has treated phosphate liquid waste for 18 years, and which heating temperature was about 105 centigrade degree, was done. As the result of the test, it was not observed fault in the evaporator.

Current status and issues of the AESJ Education Committee's CPD Registration System

In 2008, the Atomic Energy Society of Japan (AESJ) launched its own Continuing Professional Development (CPD) registration system. But the system was not largely used by the Society members, which obliged to cease it only one year after the launch. In 2015 the AESJ Education Committee renewed and resumed its CPD registration system under the "Sunshine Policy", reflecting the lessons learned from the past failure. The renewed system has already attracted many users. On the other hand, some issues are emerging, including that the repeat users are quite limited.
