An Lesson learned from the consultation activity with community regarding the Mizunami Underground Laboratory Project; From a viewpoint of procedural and distributive justice

Japan Atomic Energy Agency (JAEA) has promoted the Mizunami Underground Research Laboratory (Mizunami URL) as one of generic URL to perform basic research of waste disposal technology for about twenty years. JAEA had carried out consultation activities with local people and community from 1995 when the plan of Mizunami URL opened at the time, because an early approach of JAEA caused a sense of social distrust and concern, which the study area of Mizunami URL would be candidate site of real repository. In this paper, we conducted normative analysis intended for the consultation activities from a viewpoint of procedural justice and distributed justice, used as the social psychological framework in terms of public NIMBY facility. The results show that it is important to develop local partnership, composed of representative local people and organization at early start and to support deliberation by local partnership in the aspect of information and financial administration.

The Mizunami Underground Research Laboratory (MIU) project is being pursued by the Japan Atomic Energy Agency (JAEA) to enhance the reliability of relevant disposal technologies through investigations of the deep geological environment within the host crystalline rock at Mizunami City in Gifu, central Japan. The project proceeds in three overlapping phases, "Phase I: Surface-based investigation Phase", "Phase II: Construction Phase" and "Phase III: Operation Phase". The MIU Project has been ongoing the Phase III, as the Phase II was concluded for a moment with the completion of the excavation of horizontal tunnels at GL-500m level in February 2014. The present report summarizes the research and development activities planned for fiscal year 2014 based on the MIU Master Plan updated in 2010.

The next advancements for the research of radioactive waste repository was started to improve and systematize the investigation and evaluation techniques on geological environment in consideration of intra-field of science and technology. Intra-field means the various fields among each study area of (a) geological environment, (b) design and engineering, (c) safety evaluation for radioactive waste repository, here. The following items were studied and discussed this year. (1) To Reconstruct Near Field (NF) Concept in consideration of coupled phenomena on geological environment. (2) To develop systematic investigation techniques on the geological environment in consideration of intra-field among each study area above mentioned (a), (b) and (c). Regarding (1), examination of NF concept focused on the realistic crystalline rock was carried out. Also through the overall discussion in the committee, comments from the all commissioners in relation to the intra-field of their study area were made to reflect on reconstruction of NF concept. Regarding (2), the research and development in consideration of NF and intra-field among each study area were conducted.

Geoscientific research and the MIU Project are planned in three overlapping phases; Surface-based Investigation Phase (Phase 1), Construction Phase (Phase 2) and Operation Phase (Phase 3). Currently, the project is under the Construction Phase. This document introduces the results of the research and development in fiscal year 2009, as a part of the Construction Phase based on the MIU Master Plan updated in 2002, (1) Investigation at the MIU Construction Site and the Shobasama Site, (2) Construction at the MIU Construction Site, (3) Research Collaboration, etc. The goals of the Phase 2 are to develop and revise the models of the geological environment using the investigation results obtained during excavation and determine and assess changes in the geological environment in response to excavation, to evaluate the effectiveness of engineering techniques used for construction, maintenance and management of underground facilities, to establish detailed investigation plans of Phase 3.
