Excavation damaged zone around a simulated disposal pit for high level radioactive waste disposal excavated in soft sedimentary rock

We investigated the development of the excavation damaged zone (EDZ) induced by the excavation of modeled disposal pit which was excavated as a part of the full-scale engineering barrier experiment at 350 m depth. Seismic and electric tomography surveys, observation of rock core samples, borehole televiewer surveys and three-dimensional excavation analysis were performed to evaluate the extent of the EDZ around the pit. It was clarified that the EDZ was developed 0.8 to 1.6 m from the wall of the pit at a relatively shallower depth caused by the effect of the EDZ induced around the floor of the gallery. The extent of the EDZ was gradually reduced along the depth, and the maximum extension was 0.3 m from the wall of the pit at the deeper section.

Current status and future prospects of the Horonobe International Project, 3; Task B: Systematic integration of repository technology options

In the design and construction of a repository for high-level radioactive waste, it is considered to set criteria for the rational locating of disposal tunnels and holes, taking into account the effects of faults and fractures distributed in the host rock at the tunnel to pit scale and excavation damaged zones (EDZs) that occur after tunnel excavation on the workability of the disposal tunnels and the long-term stability of the engineered barriers. In addition, tunnel sealing technologies such as tunnel backfilling and hydraulic plugs will be considered to prevent short-circuit flow of radionuclides through the excavated tunnels and the surrounding EDZs. In Task B of the HIP, we will attempt to establish criteria for the layout of disposal tunnels and holes, and the systematic integration of technical options related to the design, construction, operation and closure of the repository, using the investigation and construction at the Horonobe URL for Neogene sedimentary rocks as a case study. Based on information provided by the participating organisations and existing case studies from Japan and overseas, the current focus is on the reduction of the mechanical strength of the rock mass, the effects of water inflow on disposal tunnels and holes, or the effects on engineered barriers, in relation to the locating of disposal tunnels and boreholes and the emplacement of engineered barriers, and is currently working on analyses to predict features associated with these. Investigation, construction and testing of the 500 m niches No. 8 and No. 9 to confirm the validity of these predictions, and full-scale tunnel backfilling and hydraulic plug installation test in the 350 m Niche No. 6, will be carried out in Phase 2 of the HIP.

Current status and future prospects of the Horonobe International Project; Importance of the international joint project in Horonobe Underground Research Project

Japan Atomic Energy Agency launched "Horonobe International Project (HIP)" utilizing the Horonobe Underground Research Laboratory. Currently, 11 organizations from 8 countries/regions are joining this project. The main objective of this project is to develop and demonstrate advanced technologies to be used in repository design, operation and closure and a realistic safety assessment in deep geological disposal, and to encourage and train the next generation of engineers and researchers. The research tasks consist of 1) Solute transport experiment with model testing, 2) Systematic integration of repository technology options, and 3) Full-scale EBS dismantling experiment. In these tasks, experimental galleries will be excavated and in situ experiments will be performed at these galleries, then the analysis and investigation methods will be validated. This is a unique and original aspect of the HIP and three research tasks described above are challenging from an international perspective. Thus, HIP can be a good practice of international collaboration utilizing the underground facility.

The 2023 Symposium on Nuclear Data was held at Tokai Industry and Information Plaza "iVil" on November 15-17, 2023. The symposium was organized by the Nuclear Data Division of the Atomic Energy Society of Japan (AESJ) in cooperation with Radiation Engineering Division of AESJ, North Kanto Branch of AESJ, Investigation Committee on Nuclear Data in AESJ, Nuclear Science and Engineering Center of Japan Atomic Energy Agency, and High Energy Accelerator Research Organization. In the symposium, tutorials "Overview of the nuclear data processing code, FRENDY version 2" was proposed and held. Two sessions of lectures and discussions were held: "Recent Topics on Nuclear Data and Particle and Heavy Ion Transport code System (PHITS)". In addition, recent research progress on experiments, nuclear theory, evaluation, benchmark, and applications were presented in the poster session. The total number of participants was 108 participants. Each oral and poster presentation was followed by an active question and answer session. This report consists of a total of 36 papers including 17 oral and 19 poster presentations.

HTTR has newly assumed Beyond Design Basis Accident (BDBA) as part of conformity assessment with the new regulatory standards and has established measures to prevent the spread of BDBA. Among these measures, to prevent the spread of BDBA caused by cooling water leaks from spent fuel storage pool, the Oarai Research Institute's fire engine was selected as an equipment to prevent the spread of BDBA, and required performances such as pumping water performance were determined. After all required performances were confirmed by inspections, the fire engine passed the operator's pre-use inspection and contributed to the restart of the HTTR operations.

The Tono Geoscience Center of Japan Atomic Energy Agency (JAEA) has been conducting the groundwater pressure and hydro-chemical monitoring to confirm the restoration process of the surrounding geological environment associated with the backfilling of shafts and tunnels of Mizunami Underground Research Laboratory (MIU). This report summarizes the data of the groundwater pressure and hydro-chemical monitoring from boreholes and forth at and around the MIU conducted in FY2022. In addition, unreported hydro-chemical monitoring data from the boreholes and forth at the MIU conducted in FY2021 were also compiled.

The combination of the existing position-sensitive photomultiplier and the $$^{3}$$He main detector with focusing devices, and the newly installed front detectors in SANS-J at JRR-3 covers small-angle neutron scattering signals in the range of the magnitude of the scattering vector Q from 0.002 to 6 nm-1 gaplessly with three standard device layouts. The installation of the front detector and a graphical user interface system largely improved the usability of SANS-J.

The High Temperature Engineering Test Reactor (HTTR) is the first Japanese High Temperature Gas-cooled Reactor (HTGR) with 30MW in thermal power and 950$$^{circ}$$C of maximum outlet coolant temperature that is constructed by the Japan Atomic Energy Agency located at Oarai-machi, Higashiibaraki-gun, Ibaraki-ken, Japan. The purpose of the HTTR is establishment of basic HTGR technologies, demonstration of HTGR safety characteristics and so on. The HTTR has had a lot of experience of HTGRs' operation and maintenance throughout rated power operations, safety demonstration tests, long-term high temperature operations and demonstration tests relevant to HTGRs' R&Ds. In the fiscal year 2021, as the HTTR completed activities to conform to the New Regulatory Requirements of Nuclear Regulation Authority, The HTTR restarted since the 2011 off the Pacific coast of Tohoku Earthquake and carried out the Loss-of-forced cooling test without Vessel Cooling System (VCS) operational at 9MW (Three gas circulators trip and VCS is stopped.) as the safety demonstration test. This report summarizes the activities carried out in the fiscal year 2021, which were the situation of the New Regulatory Requirements screening of the HTTR, the operation and maintenance of the HTTR, R&Ds relevant to commercial-scale HTGRs, the international cooperation on HTGRs and so on.

Japan Atomic Energy Agency (JAEA) at Tono Geoscience Center has been conducting the Mizunami Underground Research Laboratory (MIU) Project to enhance the reliability of geological disposal technologies through investigations of the deep geological environment in the crystalline rock (granite) at Mizunami City, Gifu Prefecture, central Japan since fiscal year 1996. Backfilling and restoration works in the MIU site have been being conducted based on "the MIU Project from FY2020 onwards" which is defined the way forward of backfilling and restoration works and environmental monitoring investigations in the MIU site, since fiscal year 2020. This report summarizes the outline, process, and achievements of the construction and the safety patrol of the backfilling and restoration works in the MIU site performed from May 16, 2020 to January 16, 2022.

Case study activities for nuclear security culture development in JAEA

In Japan, about 10 years have passed since the law obligated nuclear operators to develop and maintain a nuclear security culture. During this period, the global nuclear situation has changed significantly, and it is becoming important to maintain a stance that emphasizes compliance with regulations and nuclear security culture. In JAEA, the policy of legal compliance and developing nuclear security culture is determined by the president of JAEA. For legal compliance and developing nuclear security culture, many activities are carried out based on that policy. Finally, these activities are evaluated and improved it every year. Case study is the one of activities that can obtain skills for legal compliance and developing nuclear security culture, such as sensitivity of nuclear security risks, correct understanding of the laws. The procedure for the case study was created with reference to a method called KY-Training which is often applied to safety training program in Japan. KY-Training is a training that participants (groups) can reach the conclusion how to respond to cases through four questions. Firstly, participants are given illustrations and descriptions which has potential of nuclear security risks. Then, participants make discussion according to four questions. Consequently, participants can effectively become aware of nuclear security risks. In the 2022 case study, we prepared 23 cases so that they can select choose freely according to role of participants such as in charge of nuclear security, guards, general employees. Finally, participants are asked to fill a questionnaire to evaluate effectiveness of case study. The result of questionnaires indicated that the case study was able to lead to improvement sensitivity of nuclear security risks and correct understanding of the laws. Overall, case study results suggested that JAEA's efforts were implying sufficiently to develop and maintain a nuclear security culture.

New regulatory requirements were developed taking into account the lessons-learnt from the accident at Fukushima Daiichi Nuclear Power Station on March 2011. The new regulatory standards required that monitoring posts should be diversified in transmission systems and equipped with backup power supply equipment for design basis accidents. In this report, we look back on the history of monitoring posts in Oarai Research and Development Institute, explained the application for the permission of reactor installment license, application for approval of the design and construction method, pre-use operator's inspection and improvement design of monitoring posts. This report also includes about inspection based on act on special measures concerning nuclear emergency preparedness and the installation of KURAMA-II, which was carried out in conjunction with the improvement of monitoring post for new regulatory standards. As an appendix, application document for approval of the design and construction method are included.

"The 34th Meeting for Tandem Accelerators and their Associated Technologies" was held on July 21-22, 2022 organized by Nuclear Science Research Institute of the Japan Atomic Energy Agency. This meeting was held only on-line for preventing the spread of COVID-19 infection. The purpose of this meeting is contribution of development for related technology and of management of facilities through exchange of information among the researchers and engineers using and operating electrostatics accelerator facilities like tandem accelerators. There were 25 presentations which contains current status report of facility, technical development of accelerator, research of application. The total number of participants was a hundred, from 26 universities, research organizations and industries. This meeting consisted of only oral session, a poster session was not carried out because of on-line meeting. This proceeding compiles the contents of report papers in the meeting.
