Japan Atomic Energy Agency (hereinafter referred to as "JAEA") consulted the "Evaluation Committee for Decommissioning and Radioactive Waste Management" (hereinafter referred to as "Committee") to perform the interim evaluation of "technology development related to spent fuel reprocessing (vitrification technology of high-level radioactive liquid waste)" project, "decommissioning of nuclear facilities and associated technology development" project and "radioactive waste treatment and disposal and associated technology development" project in accordance with the "Guideline for evaluation of government R&D activities", the "Guideline for evaluation of R&D in Ministry of Education, Culture, Sports, Science and Technology (MEXT)" and the "Operational rule for evaluation of R&D activities" by JAEA. In response to JAEA's request, the Committee assessed each project results in the view points of execution method, plans, outcomes and so on. As a result of review, the Committee concluded that each project is reasonable in accordance with the evaluation method having been decided by the Committee.

Isosaccharinic acid is a cellulose degradation product that can form in low-level nuclear waste repositories and is known to form strong complexes with many elements, including actinides, disposed of in these repositories. We (1) reviewed the available data for deprotonation and lactonisation constants of isosaccharinic acid, and the isosaccharinate binding constants for Ca, Fe(III), Th, U(IV), U(VI), Np(IV), Pu(IV), and Am(III), (2) summarized complexation constant values for predicting actinide behavior in geologic repositories in the presence of isosaccharinate, and (3) outlined additional studies to acquire reliable thermodynamic data where the available data are inadequate.

Effects of gamma-ray irradiation on spontaneous potential of stainless steel in zeolite-containing diluted artificial seawater

With respect to the long-term storage of the zeolite-containing spent Cs adsorption vessels used at the Fukushima Daiichi Nuclear Power Station, the corrosion of the vessel material is one of the most important issues. In this study, we performed electrochemical tests on stainless steel specimens in zeolite-containing artificial seawater under gamma-ray irradiation. The spontaneous potential ESP and critical pitting potential VC of the type 316L steel in systems in contact with various zeolites were measured in order to evaluate the corrosion resistance of the steel. In addition, the water sample was analyzed after being irradiated, in order to determine the concentrations of various dissolved oxidants such as oxygen and hydrogen peroxide, which can accelerate the corrosion process. The steady-state rest potential increased with an increase in the dose rate; however, the increase was suppressed in contact with the zeolites. The VC value of the steel when in contact with the zeolites was slightly smaller than the VC value in bulk water; however, the choice of the zeolite used as herschelite, IE96 and IE911 hardly affect the VC value. The concentration of H$$_{2}$$O$$_{2}$$ in the bulk water under irradiation also increased with the increase in the dose rate. This increase was suppressed in the systems in contact with the zeolites, owing to the decomposition of the H$$_{2}$$O$$_{2}$$ by the zeolites. A clear relationship was observed between ESP and the H$$_{2}$$O$$_{2}$$ concentration. As contact with the zeolites caused the increase in ESP under irradiation to be suppressed, it can be concluded that the presence of zeolites in the spent Cs adsorption vessels can reduce the probability of the localized corrosion of the stainless steel in the vessels.

For implementation of disposal of the radioactive waste generated from Japan Atomic Energy Agency, Waste Management System which manages all of the waste data has been developed. We surveyed the kinds of data needed for the waste management at each site, and we set the standard waste management data items. We developed conceptual design for the waste management system and established the system for major sites, Nuclear Science Research Institute, Ningyo-toge Environmental Engineering Center, Fugen Decommissioning Engineering Center, Oarai Research and Development Center, Nuclear Fuel Cycle Engineering Laboratories. For other small sites, we accumulate waste data to the common waste storage database. Therefore, we have developed the system which manages the quality assurance waste data depending on waste treatment situation in JAEA.

A model for estimating decommissioning costs consisting of labor cost, device cost and expense, was developed for items which OECD/NEA had standardized, and was installed into the computer system for planning and management of reactor decommissioning (COSMARD). Input data files and databases for the decommissioning of JPDR were prepared, and the decommissioning cost was calculated with COSMARD. In addition, the decommissioning cost for a large scale BWR power plant was also calculated on the assumption of the advantage of scale. The calculations have shown that it is useful and efficient for studying the decommissioning costs for nuclear reactors to apply the COSMARD with database for cost estimation to the decommissioning cost calculation.

Project management data on dismantling the Japan Power Demonstration Reactor (JPDR) was calculated using the Code System for Planning and Management of Reactor Decommissioning (COSMARD), and then its validity was studied by comparing the calculation results with actual data. In addition, work breakdown structure models and database were modified to meet an evaluation with changing work difficulty of preparation and cleanup activities, and calculations were further conducted to analyze feasibility by changing various conditions on cutting and conditioning activities. As the results, COSMARD was verified to be useful by confirming calculation capability on reflection of actual work conditions and relatively good agreement between actual data and calculations. Moreover, it was cleared that main parameters such as work difficulty of preparation and cleanup activities and the cutting speed in demolition work could affect to manpower within 30% in each calculations.
