Japan Atomic Energy Agency (hereinafter referred to as "JAEA") consulted the "Evaluation Committee on Research and Development Activities for Decommissioning" (hereinafter referred to as "Committee") about the in-advance evaluation of research themes which had started after FY2021 of R&D plan for the 4th medium- and long-term objectives period concerning "Decommissioning of nuclear facilities and development of technologies for the treatment of related radioactive waste" project in accordance with the "Guideline for evaluation of government R&D activities". In response, the Committee evaluated to the evaluation points of view made by JAEA.

This report describes the activities of Department of Decommissioning and Waste Management (DDWM) in Nuclear Science Research Institute (NSRI) in the period from April 1, 2022 to March 31, 2023. The report covers organization and missions of DDWM, outline and operation/maintenance of facilities which belong to DDWM, treatment and management of radioactive wastes, decommissioning activities, and related research and development activities which were conducted in DDWM. In FY2022 radioactive wastes generated from R&D activities in NSRI were treated safely. They were about 262 m$$_{3}$$ of combustible solid wastes and 113 m$$^{3}$$ of noncombustible solid wastes and 203 m$$^{3}$$ of liquid wastes. After adequate treatment, 527 waste packages (in 200 L-drum equivalent) were generated. The total amounts of accumulated waste packages were 122,925 as of the end of FY2022 due to efforts of the restitution of waste packages to the Japan Radioisotope Association and volume reduction treatments of the stored waste packages. Decommissioning activities were carried out for the JAEA's Reprocessing Test Facility (JRTF). As for the R&D activities, studies on radiochemical analyses of wastes for disposal were continued. In order to pass the conformity review on the New Regulatory Requirements for waste management facilities, the Approval of the design and construction method was applied sequentially for the Nuclear Regulation Authority. The ministry of the Environment and Tokai-mura office requested JAEA to dispose of the contaminated soil generated by the accident of the Fukushima Daiichi Nuclear Power Station. The monitoring work at the playground was conducted during this period.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2021. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station, Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2020, this report summarizes the research results of the "Study on rational treatment/disposal of contaminated concrete waste considering leaching alteration" conducted in FY2021. The present study aims to understand migration behaviors of radionuclides in relation to the properties of concrete altered by leaching, to develop a model to predict concentration profiles, and to analyze waste management scenarios, with a focus on underground concrete structures in contact with contaminated water. Migration behaviors depend on radionuclides and their chemical species. Sorption of I$$^{-}$$ is less significant on C-S-H and C-A-S-H than on hardened cement paste with two orders of magnitude smaller distribution coefficient $$K_{d}$$, while $$K_{d}$$ of U was the same …

A new HCl-free chromatographic separation procedure has been developed for sequential separation of Zr and Mo from concrete matrices. Accordingly, $$^{93}$$Zr and $$^{93}$$Mo could be sensitively and selectively measured by ICP-MS/MS using ammonia reaction gas. The recoveries of greater than 90% for Zr and Mo from concretes could be achieved. The measurement condition was optimized for complete suppression of interferences from $$^{93}$$Nb and peak tailing from abundant isotopes of Zr and Mo in concrete matrices. The removal of interferences was verified by measurement of radio-contamination-free concretes used as a sample matrix blank. Method detection limits of 1.7 mBq g$$^{-1}$$ and 0.2 Bq g$$^{-1}$$ were achieved for $$^{93}$$Zr and $$^{93}$$Mo, respectively, in the concrete matrices. The interference removal factor for Nb (equivalent to the decontamination factor in radiochemical separation) was of the order of 10$$^{5}$$, and the abundance sensitivity was of the order of 10$$^{-8}$$, indicating that the developed method is reliable for verifying the presence of ultralow concentrations of $$^{93}$$Zr and $$^{93}$$Mo. The present method is suitable for the rapid assessment of $$^{93}$$Zr and $$^{93}$$Mo for radioactivity inventory of concrete rubble.

In response to JAEA's request, the Committee assessed each project results in the view points of execution method, plans, outcomes and so on. As a result of review, the Committee concluded that each project is reasonable in accordance with the evaluation method having been decided by the Committee.

A model for estimating decommissioning costs consisting of labor cost, device cost and expense, was developed for items which OECD/NEA had standardized, and was installed into the computer system for planning and management of reactor decommissioning (COSMARD). Input data files and databases for the decommissioning of JPDR were prepared, and the decommissioning cost was calculated with COSMARD. In addition, the decommissioning cost for a large scale BWR power plant was also calculated on the assumption of the advantage of scale. The calculations have shown that it is useful and efficient for studying the decommissioning costs for nuclear reactors to apply the COSMARD with database for cost estimation to the decommissioning cost calculation.

The radiological and physical characteristic on decommissioning, such as component and structure weights and radioactivity of the 1.1 MWe class reference nuclear power plants summarized in the NUREG reports of the US NRC were classified,arranged and compared with the domestic commercial nuclear power plants and JPDR from a view point of dismantling plan and waste management for decommissioning. As the results, it was found that the radioactive component and structure weights was about 28,000ton、and non-radioactive structure weights was about 124,000ton less than the domestic commercial BWR. And it was found that this differences has mainly influenced dismantling costs for decommissioning. Farther, it was found that the concrete element composition rates of B, Ni, Nb and so were differerence of one or more figures btween the reference nuclear power plants and the domestic commercial PWR or JPDR.Also,it was found that the this difference became about two or three times by radioactivity concentration and has mainly influenced transport and disposal costs for decommissioning.

The decommissioning plan of the Japan Research reactor No2(JRR-2), decommissioning activities until the first half of phase-3, radioactive wastes and exposure dose of workers are described in this report. Since the first criticality in October 1960, JRR-2 had been operated about 36 years for various experiments. However, JRR-2 was permanent shutdown in December 1996 based on JAERI's long term plan, and the decommissioning of the JRR-2 was started in August 1997. Decommissioning of the JRR-2 was planed for 11 years from 1997 to 2007 and the program was divided into 4 phases. The decommissioning activities of the phase-1, phase-2 and the first half of phase-3 had already completed as planned in March 1998, February 2000, March 2002, respectively. The decommissioning activities of the later half of Phase-3 (dismantling of the reactor cooling systems) are carrying out at present time with planed 2002 and 2003 fiscal years.
